Andrew Koester is an experienced Illinois attorney with significant experience in both criminal and civil matters. Andrew served as Assistant State’s Attorney in Clay County from 2016-2019 and served as State’s Attorney in Clay County from 2019-2022. As a prosecutor, he took multiple cases to verdict in both jury and bench trials. He served as lead prosecutor in multiple first-degree murder cases, Class X felony cases, significant drug prosecutions, and prosecuted other violent crimes. In addition to his criminal experience, he gained significant experience in civil matters as the Clay County State’s Attorney. He advised the County Board and County offices on any legal matter involving the County or a County office, gave guidance on OMA and FOIA issues, handled FOIA complaints, and dealt with countless other issues that arise at a local government level. He filed petitions for injunctive relief and secured temporary restraining orders, filed motions for summary judgment, and filed motions to dismiss on behalf of the County in civil litigation.
